Hmm... I have played with some obscure settings several times, but I 
can't tell now, because I haven't deleted and re-created my config 
since years. I always get the newest version from svn almost daily but 
keep the config directory, and I have done so for _very_ long now.

And indeed, the problem must be in my config. I moved my .gkt-gnutella 
directory away, and the problem is gone. But it seems not to be the 
min/max ultrapeer connections setting. It now shows the same values as 
in my original config. It must be some other deeply-buried config.

So it looks like I have to manually migrate the useful part of my 
old .gtk-gnutella directory over to the new incarnation. *sigh*
