Yes this is a bug in the current 0.97 release and is fixed in the latest SVN revision (in commit 19398). You might want to check out the latest SVN release. Normally gtk-gnutella would have a large hostcache filled with IP adresses it will try first. Bootstrapping using an hostcache (either gwebcache or an uhc) is a last attempt.
