As I see from decompiled code it was built for windows.

Why can exists a NuGet-Package 3.22.0 but just a release of 2.12.41?

I think no, mono/gtk-sharp repo is dead for several years. I recommend you
to use https://github.com/openmedicus/gtk-sharp
Otherwise it makes no sense to develop with that NuGet-Package
I'm building gtk-sharp on target machine for my project.
