As mentioned earlier, Paco Martinez has installers available, or if you want a more recent version of Gtk# and Gtk+, we (Medsphere) have installers (and sources, if you're interested) available on SourceForge at http://sourceforge.net/project/showfiles.php?group_id=74626&package_id=223067 . Pick up the SDK version since you want to do development on Windows with Gtk#. The main difference is the inclusion of Gtk+ header files and Glade for both C and C# development.
