I've got no idea how to create a dock in Gtk#. But I think the "when windows are maximised they don't extend past it" part is pretty important for usability. Having the title bar or resize handles of a window go under an always-on-top is a pain; you can make this happen sometimes even with the stock GNOME panels, and if you don't realize you can right-click on any part of the window frame and select "move" it is down right baffling.
