Hmmm...is it the drain tube for the overflow "tray" around the gas filler cap?
I know that tube:
        vents to the air (and would have road crud at one end)

        has a slip-fitting at the other end

Try taking all the Q&%(#)! plastic off from the top of the tank and see if the
overflow tube is gone.
