The most likely thing is the connection block that fits on to the back of
the bulb , check it for corrosion / burnt connecting spades inside the block
.
After this check to see if you have 12volts to the low beam wire on the back
of the block when unplugged , then check again with the block connected .
If you don't get 12 volts when not connected then check the low / high beam
switch , if you get 12 volts when not connected but if you connect it you
loose the 12 volts then check for a bad earth ( unlikely though ) or poor
low / high beam switch contact inside switch , if you get 12 volts when
connected then change / check the bulb .
