I used vise-grips to get the plate on then a hammer and punch to flare the pin ends while my daughter held her foot against a large metal anvil (just fit under the bike on the center stand) placed against the other side of the pins. It worked fine, but having done it all now, I would probably opt for the correct tool if you can afford it.
