One of my top bolts stripped some time ago as well.
It is the bolts that strip, not the weld nuts.
As Michael has suggested try prying with a screwdriver as you try
unscrewing.
If that fails you will have to hacksaw the bolt (on the side by the
threads).
I replaced my top bolts and retapped the weld nuts. Haven't had any
problems since.
Be careful though on the length of the left side bolt as there is a seam
on the tank close to the weld nut that allows minimal clearance.

I am trying to get the fueltank out so I can get to sync the
throttle bodies,
for some reason though, the top two bolts on the tank that sit by the
airbox
just turn and don't unthread. Are they stripped or is there something
major

They don't appear to just pull out and the bolts are threaded on the
end
that I can see. Both of them just turn without coming out.
