There's one both on top and bottom of the telescoping steering shaft.  It
has little swiveling joints that are sealed with rubber boots.  If you ever
attempt to remove the joint ring, the spinning of the nuts that hold it on
will tear the boots, leaving them open to the elements.  My boots are torn
from I-don't-know-when (I think before I owned the bike), and so I need to
replace the entire part.  WARNING TO ALL:  if you ever loosen or remove
either of your joint rings, have replacement torque washers (#4BH-23392-00)
ready so the boots don't get destroyed upon reinstallation.  Better yet,
leave the thing alone and avoid the problem altogether.
