They are showing up on jcenter:

https://jcenter.bintray.com/info/guardianproject/netcipher/netcipher/2.0.0-alpha1/

They are currently only on jcenter until I figure out how to easily
publish to mavenCentral, so you'll need:

buildscript {
    repositories {
        jcenter()
    }
...
