gnu: hss: Fix cross-compilation.
* gnu/packages/ssh.scm (hss)[arguments]: Move $CC to MAKE-FLAGS and use
CC-FOR-TARGET. Rename ‘pre-env’ to the more accurate ‘patch-file-names’.
