gnu: ruby-coveralls: Propagate ruby-simplecov and enable tests.
* gnu/packages/ruby.scm (ruby-coveralls)
[arguments]: Enable tests. Add disable-problematic-tests phase. Replace
strip-version-requirements with relax-requirements.
[native-inputs]: New field.
[propagated-inputs]: Add ruby-simplecov.
