gnu: swineherd: Propagate inputs.
Swineherd does not wrap its inputs, so it needs to drag along all its Guile
inputs when installed.
* gnu/packages/admin.scm (swineherd)[inputs]: Move all from here...
[propagated-inputs]: ...to here.
