    maint: Remove ‘ChangeLog’ generation.
    
    It’s unlikely that anyone would read the generated ‘ChangeLog’ and that
    generation phase was a hindrance to building reproducible tarballs (due
    timezone and encoding issues).
    
    * build-aux/gitlog-to-changelog: Remove.
    * Makefile.am (gen-ChangeLog, dist-hook): Remove.
    * ChangeLog: Update text.
