gnu: libatomic-ops: Fix build to loongarch64.
* gnu/packages/bdw-gc.scm (libatomic-ops)[native-inputs]: When target is
loongarch64, Add config.
[arguments]: When target is loongarch64, Add update-config-scripts phase.
