* gnu/packages/openstack.scm (python-openstacksdk): Update to 4.6.0.
[build-system]: Switch to pyproject-build-system.
[arguments]<#:test-flags>: Set them. Refresh 'check phase replacement.
[native-inputs]: Add python-setuptools, python-wheel.
