gnu: giac: Update to 2.0.0-10.
* gnu/packages/algebra.scm (giac): Update to 2.0.0-10.
[inputs]: Remove glpk-4; add glpk.
[native-inputs]: Add autoconf, automake, and libtool.
[arguments]<#:phases>: Run all tests. Also prevent a build failure by
regenerating a file at bootstrap.
