* gnu/packages/version-control.scm (python-gitdb): Update to 4.0.12.
[build-system]: Use pyproject.
[arguments] <test-flags>: Skip one test.
<phases>: Use default 'check; add 'pre-check.
[native-inputs]: Remove python-nose; add python-pytest,
python-setuptools, and python-wheel.
