[arguments] <test-flags>: Rework skipped tests, more of them passing now.
[phases]{pre-check}: Remove QT_PLUGIN_PATH environment variable setup.
[inputs]: Remove qtbase.
[propagated-inputs]: Remove python-cachecontrol; add python-packaging
and python-truststore.
[native-inputs]: Remove python-wheel.
