* gnu/packages/guile-xyz.scm (guile-syntax-highlight): Update to 0.3.1.
[origin]: Use git-fetch instead.
[native-inputs]: Add new requirements.
[arguments]<#:make-flags>: Silence guild auto-compile.
<#:parallel-build?>: Disable.
<#:phases>: Delete strip phase.
Upstream is no longer distributing tarballs. Must use git-fetch instead.
