The Free Software Definition is already expressed in terms of the freedoms of the users of software. It says "A program is free software if the program's users have the four essential freedoms", and then proceeds to list the 4 freedoms: https://www.gnu.org/philosophy/free-sw.html What do you believe is missing from the definition of free software?
