Really interesting idea.

I think this is important. In my experience with these processes, a
"disapprove" does not have to automatically end the process.
Deliberation could be reopened.

Agreed, there should be a facilitator who is not the proposer, although
they may still give their opinion at appropriate times. In my
experience, in a group of similar size to the Guix team members, we had
two of these, and they were full members of the group, and took their
responsibilities as facilitators very seriously.
