Germany at least, it also still is illegal (it was illegal at least) to
seriously run Taler exchanges with more than toy currencies, although it
maybe is legal to use Taler to trade foreign Swiss francs.
It is apparent that I do not actually know much here and of course

Taler is written in C so it shouldn't be that hard... (famous last words)
And also, I'm not sure about its practicality, but we could try.
I am personally interested on it getting wide adoption. But I'm not sure
if I understand Taler enough yet. We could try to get in touch with them
to try to package their software properly for Guix.
Or even ask for grants to make them Guix friendly (deployment included,
I see they have ansible recipes in the repo) if that's a significant
amount of work. They are offering grants RIGHT NOW:

I'm not very available for packaging this, but I am very available and
wiling to help anyone write an application for a grant (I am an NLnet
grantee right now, and have been for 3 years, so I have experience with
the process).
