I would personally be in favor of doing something similar at least for
gnu/packages/*.scm.
I'm fine with this idea. Anyhow I strongly recommend keeping some line
about the copyright holder, as required by reuse.software. REUSE also
accepts texts like "Copyright The GUIX authors", so no need for this
ugly "SPDX-FileCopyrightText" prefix (see
<https://reuse.software/faq/#copyright-symbol>).
