It does not create risk, and we know this because most if not nearly all Guix contributions are not copyright, which is why we do not add header notices to simple patches such as version bumps. "Not copyrightable" just means public domain, and all free software licenses are compatible with the public domain (FSF discusses the GPL and public domain in their FAQ: https://www.gnu.org/licenses/gpl-faq.en.html).
