Getting a new GCD to amend GCD 008 seems very tough to achieve.
Let me quote this discussion from April:

Revisiting this GCD seems impossible to me when there are people in the
community who rather have Guix die.
However, I also don't believe in Greg's suggestion for an expiration
date after a year, because the people who care about genAI will have
already left by then, since a year is very long given how fast genAI
evolves.
I believe our project to be way to small to permit ourselves the luxury
of an AI policy that is much stricter than other projects. The GCD will
not lure in people longing to do manual package maintenance. So the
only long term outcome I can see is that the project as-is will die.
(And I don't expect a better "guix refresh" to be feasible; I'd be
happily proven wrong though, and will do my part to get there.)
Nevertheless, I guess the GCD is 'acceptable', because we currently
still have almost enough people willing to do package maintenance by
hand, and if/when those people retire (succumb to the load) we can still
do agentic maintenance in non-official channels.
