Keep defectors out, Advani tells voters

Margao May 20, 2005: Kicking off the Bharatiya Janata Party�s election campaign in the state from Margao this evening, former deputy prime minister and BJP national president, Mr L K Advani termed the polls as special saying that they were not ordinary and the by-elections were for the protection of democratic values and good governance.

Appealing to the voters to defeat defectors, Mr Advani said: �By-elections are normally held when a sitting member of Parliament or state assembly dies, made a governor of a state, or sent to another House of Parliament. In the case of these by-elections, they are unique because they will determine the formation of the next government.�

Mr Advani said that the five constituencies going in for the by-elections would create history as it would be for the first time ever that elections were being conducted when the state assembly was under suspended animation.

The leader of opposition in the Lok Sabha remarked that the dismissal of the Manohar Parrikar government was murder of democracy. �Such a thing has occurred for the second time after independence. The first being the Emergency imposed by the late Indira Gandhi,� he opined.

Complimenting Mr Parrikar for having led the only stable government in Goa since statehood, Mr Advani said: �Ever since the first elections in Goa after statehood in 1989, the state had Congress rule for fifteen years. In those years Goa had thirteen chief ministers and only Mr Parrikar could provide stability to the state during his 51 month tenure.�

Referring to the survey reports indicating that Mr Parrikar was the best chief minister and Goa the number one state, Mr Advani said that all this was possible because the BJP government was committed to development and the betterment of the people. �Look at the unique schemes like the Cyberage scheme and the Dayanand Social Security Scheme,� he said.

Calling upon Goans to vote only for the BJP, the former deputy prime minister, said: �The people of the country should know that the Goan electorate is mature.�

On making the anti-defection law more effective, Mr Advani said: �Many laws can be made, yet there are smart people who will find loop-holes in them.�

He urged the electorate to vote and keep defectors out saying that only sensible voting can curb defection.

Mr Advani felt that the main issue in the by-elections should be as to who could provide good governance.

�The dismissal of the Manohar Parrikar government is a clear example of legitimacy being accorded to an illegitimate government,� he said pointing to the Rane government taking office after the BJP government�s ouster.

Mr Advani further said, �We have attained swaraj (governance) but not suraj (good governance).�

Earlier, former chief minister, Mr Manohar Parrikar assuring to complete all undone projects on coming to power, said: �The BJP on coming to power would launch a scheme to do away with unemployment by providing the jobless with a monthly stipend along with launching the Universal Mediclaim Scheme.�

Mr Parrikar also announced that all those who need to be paid by the government will done so within ten days of coming to power, subject to legalities.

Mr Parrikar taking a dig at former chief minister, Mr Luizinho Faleiro said: �Mr Faleiro says that his job was to oust the BJP government. Actually he feared going to jail on charges of corruption.�

Making a similar charge against Mr Atanasio Monserrate, the former chief minister said: �The Congress candidate from Taleigao was on a money making spree by flouting the town and country planing rules.�

Taking credit for the development of the state and a dig at the Governor, Mr Parrikar said that while the National Development Council had given Goa the number one position, Nagaland had been awarded a negative rating. �Congress-ruled states are in a bad condition and are provided with inefficient administration,� he said pointing out to Maharashtra and Delhi, both Congress-ruled states.

Mr Parrikar urged the voters to utilise the situation and give a full mandate to the BJP.

Criticising Mr Digamber Kamat, the former chief minister sought to know as to how he could suffocate after being in the party for eleven years.

On the Congress demand for investigation into works carried out by his government, Mr Parrikar said: �The Congress feels that there are scams because they are scamsters. They ate a lot of money while in power and feel the same about us.�

The state BJP president, Mr Rajendra Arlekar, the North Goa MP, Mr Shripad Naik, former panchayat minister, Mr Babu Azgaonkar along with all the BJP MLAs, its five candidates and a host of supporters were present at the launch of electioneering.
