Margao sewage project to cost a bomb!

BY GUILHERME ALMEIDA/www.oheraldo.in

MARGAO, NOV 1 — It’s official now. Margao’s long-delayed ambitious sewerage project will finally cost over Rs 60 crore as against the initial estimate of Rs 2.80 crore.
Preliminary estimates computed by Hyderabad-based consultants, Ramky Enviro Engineers shows that it will cost the exchequer additional Rs 42-43 crore to execute the project in Margao’s south zone.
Add to this Rs 18.30 crore spent till date towards implementing the project in the city’s northern and central zone and the figure surpasses Rs 60 crore figure — around 20 times more than the initial estimate.

What’s more, the project cost is expected to rise further by a few crores if the PWD opts for the “trenchless” technology, given south zone’s densely inhabited areas.
Says PWD executive engineer, V Santhanam: “Ramky has submitted a detailed project report on the sewerage scheme. Preliminary estimates reveal that the remaining work would cost (the government) whooping Rs 42-43 crore.”
According to Santhanam, the cost includes upgradation of the sewage treatment plant, increasing the plant capacity from 7.5 MLD to 22 MLD, taking the city’s future requirements in to consideration.
PWD officials were candid enough in admitting that the preliminary estimates may go up further. “The cost will definitely go up further if the government decides to go for the trenchless technology. Presently, we are assessing the situation,” Santhanam remarked.
The city’s South zone comprises of densely-populated areas such as Housing Board-Gogol, Aquem, Malbhat, heart of the city, Khareband, Sirvodem and Colmorod-Navelim.
Santhanam disclosed that the consultants have suggested adopting the latest C-Tec technology in the city’s south zone.
Margao’s sewerage project got underway 20 years ago, but soon it hit a road block following serious allegations of sub-standard work and paucity of funds.
The treatment plant was commissioned four years ago, but till now the plant has not been made utmost use of, for want of sewage. Subsidised schemes to woo households to go for a sewerage connection has so far met with only partial success.
