Mapusa Nov 9: Mr Joseph S Rauto de Souza, a young Goan scientist with the Department of Science, Technology and Environment, has been conferred with the Greentech Environment Excellence Award for his scientific paper presented at the Greentech International Environment Conference held in Goa recently.
The award was given at the hands of the Deputy Chief Minister of Goa, Dr Wilfred de Souza.
Mr Joseph de Souza has also received the Young Scientist Awards at Kolkotta and Pune earlier.
His paper, entitled Sustainable Solid Waste Management Information System (Goa state), a remote sensing and GIS-based approach, was adjudged the best paper among several scientific papers presented from all over India. Mr de Souzas paper elucidates an effective and efficient scientific management prescription, towards minimising waste generation and maximising effective disposal, using the potentials of Remote Sensing and GIS techniques in development of a Sustainable Solid Waste Management Information System (SSWMIS).
The investigations reveal that abandoned laterite quarries or depressions and or stony waste lands in Goa, could be superlatively recommended as ecologically least destructive landfill sites, as against, open cast abandoned iron ore mines. However, the said landfills can be an effective, efficient and economical way for inert waste disposal. These sites should be isolated yet commutable with minimum urbanisation and should be far from religious, academic institutions, airports, heritage/historic sites, national parks, wetlands etc. High-resolution satellite data on large scale is also recommended for effective micro level planning. The study recommends that waste should be reused, reduced and recovered with a civic sense of responsibility.
Mr de Souzas presentation also stressed on waste reduction through segregation of wet waste for consequent biological treatment and segregation of recyclables and reusables for dry waste resource recovery. Private-Public participation, capacity building, institutional framework and strengthening, legislative control, financial mobilisation etc. are pre-requisites for an effective data base system.
