I'll be honest. I do not have a single 4th Edition book or resource at
my disposal so this may be covered. Or I am too undercaffinated to see
it in my 3rd edition books.
I would like an NPC to suffer a penalty to all skills/rolls for each
point of movement (maybe -1 per hex of movement) for pain either in
their joints or pain in their legs. The current train of thought is
similar to a shock penalty but only when the NPC moves.
Any idea, comments, or page references?
