There's nothing to stop you _firing_ a much stronger crossbow, as long as you have another way of getting it cocked. I don't believe that PK talent would add to this, though it would add to rolls made to activate it (e.g. the IQ roll to get a high manual dexterity bonus on small tasks). Remember that by default you can use telekinetic strength at range and without expending fatigue...
