The 19th century Royal Navy tobacco ration was a pound a month, for
which the men were  charged a shilling (a day's pay for an able
seaman, more or less).  That's chewing tobacco, more or less, though
some sailors smoked it.  A modern cigarette is about a gram of
tobacco.  A pound of tobacco would make about 454 cigarettes, about 16
a day(1), or three quarters a pack a day.  That's in line with a
moderate smoker, a heavy smoker can do two or four times that,
depending.  I'd expect a pipe smoker to consume about that much, too.




I'm trying to get a ballpark to see if this is really a "cheap"
addiction at TL4, and how much a weeks supply of tobacco is going to run
my character (and how much it'll weigh!).

Well, an able seaman wasn't terribly well paid, about typical of a
laborour, though they did get room and board.

(1) the RN believed in lunar months, not calander ones.
