tell me what you think of this flaw please!
I certainly suffer from it...
although with
mitigator (ebook reader)
and
mitigator (free ebooks)
it is mostly just a quirk now

This said, half your encumbrance may be a bit too much, thats 10 lb for a st10 char. perhaps in a medieval setting, but in modern time ?
i would go with less. perhaps

'you must always have enough books on you for as many hours of reading you expect to be away from your library + a 3 hour safety marging, including at least a novel or other light reading, an instructive/educationnal/scientific book, a newspaper and one of a philosophy essay, a theology treaty or a poetry compilation. You will also carry some references book regarding your primary job/duty/interest , if it need it and there is any possibilities of having to work while away from a library.' -5pts

for the money aspect, i would go with compulsive spending (p. B129), -20% only on book : base cost -4 points.

?reality? check :
Assuming a 100 pages/hour reading speed, and assuming 6 hour of reading a day (6 hour of sleep, 1 hour of meals and hygienic duties, 8 hour of work, 3 hour of internet), thats roughly 2 books a day, or 1 book, one magazine and one newspaper wich add to about 15 €, thats 300€ a month, excluding week-ends, wich are for re-reading quality works.. And about 2/3 lbs of reading materials/day ; double if reading hardcover or references books, triple in a medieval setting.

Finally, your writing wasnt so far of, and far more concise than mine.

All in one, a -10 pts cost seems adequate, tossing in a minor oph : read everywhere: in public transport, during meals, walking on the walkway, in the bath ...:-1, to round it up.

just my opinion
