Well, in game terms, most likely not. It would almost certainly, without being 'boiled', which is the process to make 'hard leather' (DR2), be considered 'hard'. But I doubt if it could be considered the equal to reinforced leather (DR3), unless of course it was actually reinforced. In game terms of course. Leather, however thick, just wouldn't be dense enough to stop much force. Remember what makes the rhino tough and have a high DR is not so much its thick skin, but the thick layer of meat underneath that skin... which is a heck of a lot!
