If you are looking at spells that would be taught to students then you might want to look at the spell charts listing the spells and how they work has prerequisists.
As a school teacher (7-12) I think that taking the simple, base spells, and having that be the base of your first form (grade 7 for US middle schools or year one of hogwarts...) and then moving on from there. Students who were very good could move on to the next level. Students who had some free points to spend could "find" different spells (be honest, what 12-16 year old could pass up a good food spell, or even one that made beer?) to learn on their own (whole adventure there...). once you get this up and running I would love to see the setting written up so I could look it over... it sounds like a blast!
