Interesting - my memory is pretty much the opposite, of them saying
they weren't going to do pdf versions of the hardbacks. I know I was
surprised when they started doing so.

Before 4e came out (as in several years before 4e came out) they were talking about a GURPS CD-ROM which would have had some sort of electronic version of the Basic Set 3e, and probably Compendiums I & II, on it.

As for GURPS 4e, I don't recall them ever saying anything about producing an electronic version of the Basic Set. In fact, from the earliest days they said they wouldn't produce any PDFs of any of the 4e books (and later changed their minds about PDFs for the non-core books).
