A possible answer is zero. it might be designed so that the magi is
not blow around like a bad cartoon holding a fire hose.

This is correct per previous rules discussions; jet spell effects emerge reactionlessly with regard to the caster. However, the finger or wand can be aimed against a pusher plate, into a bell chamber, over a paddle wheel, onto sails, etc. and the normal reaction used to propel a vehicle, even one that the caster is riding.
