On this general subject, I'm less inclined to an absolute 'yes you
can' or 'no you can't'... but rather "you can, but with higher
penalties".

Instead of saying that the mage casting it on a target high up in a
building automatically fails, I'd allow the caster to bend the spell a
bit, with a resulting penalty to the roll.

It kinda depends on how you view mages in your world.  If they are
nothing more than recipe-followers, then absolute YES/NO might be
appropriate.  However if mages are more like master programmers, able
to edit code on the fly to fit the situation...
