If you assume it includes various other medium to high density
components, such as life support, the density of passenger spaces isn't
horrible; it's probably still lower than the mean (which is 20-ish
lb/cf) but may be denser than, say, hydrogen tanks ;)
Basically, an armor module and a passenger module should be able to
share a 'system space' in the design, but that would lead to a
complicated list of mix and match.
Alternately, you'd add a somewhat complex way of adjusting DR based on
what modules a ship has. That has the distinct virtue that you can do it
at the end.
