This reminds me of an early L. Neil Smith book (when he still wrote readable books). In the alternate Earth the only roads were in towns and cities because most of the vehicles had a hovercraft option.

So all the Interstate equivalents were simply graded and grass-planted quarter-pipes that could be flown along at a couple hundred MPH.

That would be even more so in a culture that has had affordable contragrav vehicles for a generation.
