A) He needs the skull in order to communicate with the spirit of choice B) He doesn't collect just any old skull, but those with whom he wishes to communicate with C) He doesn't go about making it a public knowledge type of thing to where the public itself recoils against the odious personal habit. What it boils down to as far as I can see, is that the character has a secret if exhuming dead bodies is illegal. He isn't collecting the skulls beyond their use in conversation is he? He isn't engaging in fondling his skulls in public (or so one would assume), and he isn't doing this in a manner that suggests a compulsion. Question? What does he do with the skull after he's done?
