How much of a reaction penality (or legal complications) would his habit
give him, were they publically known. Depends on what is habits exactly
are and what culture and country he lives in.

How likely is it that his habits get known? Is he open about them or
secretive, how easy are they to hide practically, does he live in an area
where neighbours rountinly stalk each other in search for gossip, or where
you barely know, weather the people next door have antlers or not?

Based on that calculate what the disad value is, and if it gets too low,
it is a quirk.
