Agreed that to get people to/from the planet surface it will be a pain, and needs means cheaper than current means.. Especially off planet.. Rockets just does not cut it. Keep it simple, so it does not break at dangerous times?

Maybe design it paternoster/conveyor belt-style and put it in geostationary orbit over a large city for a steady flow of evacuees. I assume it could work better than a fleet of shuttles at the lower tech levels.
