loading of crustal plates doesn't travel long distances.  building a large
dam can cause fairly large local stress, and could certainly cause an
earthquake reasonable close, but it's not going to do much at distances of
more than a couple hundred miles.  Oil drilling and geothermal exploitation
can also have very local effects.  (there are people who claim that
geothermal exploitation can cause bigger scale events, but the data are
non-existent, and the models rather suspect.  )
