Ideas is a sort of space defense/guard service, much like the US Coast Guard.
That maintains light houses, and cleares out and maps hazards.. Such as asteroids/meteors.. Sets up bouys and light houses and like things.. As well as help dealing with anyone who is smuggling, and pirates and like. Check out the Revenue Cutter Bear and its time in Alaska, it was the law in territory, at least in the coastal areas, to include transporting federal marshals, and judges, carrying prisoners, dealing with whalers, and crooks and collecting taxes and other things for the Government. Revenue Service and Light House Service merged c.1900 into the Coast Guard. Kodiak Alaska has the largest coast guard base in the nation. but with as much coast line as the rest of the US combined, no wonder? So how to role play or wargame things?
