There are some vacuum processes, like high-grade vacuum tubes,
but a manned surface site will contaminate the output. Better
do it in orbit.


There might be enviromental regulations that prevent the factory on the mainworld. (and if toxic materials are handeled, one more reason to use convicts.) Garbadge desposal is easier, because you can just dump it somewhere, and can be reasonably sure, it stays roughly there.

Is there any process, where "store it in an unsealed container in vaccuum" could be a reasonable intermediate step? Putting things in the backyard and get it back from there, requires fewer skills on a celestial body. Plus if you find a good astro and geographic location for your backyard, you could have it either permanently in the shade or permanently in the sun.


There might even be a security concept, where having part
of the instalation only reachable by walking or driving through vacuum is
considered a feature. Especially if you follow a "If there is trouble,
isolate it until everything is quiet. Who cares about the people currently
inside" approach.

That would work if the main site has a different role, and the
prison complex is only a secondary site.

What could the main site be?
* Landing for unstreamlined craft.
* Radar site for space traffic control.
* Helium-3 mining.


Toxic waste dump.
Reasearch lab (or factory) with something that is a biohazard.
Fort Knox. (It's isolated, stealthy access is difficult, anything that comes unauthorized onto the same celestial body will be shot at.) Admitadly it is a bit ironic to keep your prisoners in your treasure room.


Likely not the norm for Traveller, but natrual gravity might have some
advantages.

A Mars-like world, maybe. From a vehicle design viewpoint, Mars
is pretty close to Luna.


If you accept the Megatraveller extended System generation tables, you can have Vaccuum worlds of nearly any size.
