I'm working on a werewolf costing using a custom template and the
Shapeshifting/Alternate Form rules (B83).

Now there are just a few problems I am having working on the costing...

I want it so the character can change forms at will (regular cost), but
also here is the part I am having problems costing...

I want the character to be forced to change form on full moon, but be
able to use fatigue of 1 FP/min to fight this and maintain his normal
(human) form.

This makes it a little less of a disadvantage, as when required he could
hold his form together for like 10 minutes at a time under a lot of
strain (ie 10 minutes would take just about all his fatigue, so that's
gotta be hard work).

Can you guys help me with some suggestions for the costing discount for
that.

Powers (4e), p. 74, under Shapeshifting suggests that "Were-Creatures" describe involuntary under the full moon as:

-15% Uncontrollable
-20% Unconscious only

and optionally -10% Min Duration (1 night), +30% reciprocal rest (the were form is always fully rested to wreak havoc)

so let's start at -35%

based on Limited Enhancements, p. B111, you reduce the modifier by multiplying it by the reduction, so for 1 FP/min, -5%.
-35%*0.95 = -33.25%
