Seconded. The character has a view of the world and people
in it that is simply incorrect, as far as everybody knows, 
and behaves oddly by mainstream standards because of that.

The price of delusions ranges from -1 to -15, depending on 
the social impact on the character, not the truth of the 
delusion.

Being a romantic may be considered a bit naive, but it is 
generally not seen as anti-social, so romantic might range 
from -1 ("I will find my true love one day") to -10 ("gives
flowers and sweets to women he barely knows", that might be
seen as sexual harrassment these days).
