Yes, many are former police or like, or they are deputized to act as a law enforcement officer but only in limited ways.. But the problems arise is when you have to go below the border to get someone but your not licensed in Mexico or like, or worse the person your going for has the protection of the local government, city/state/federal or cartel or like..
I know Canada we h ave treaties with them but there is limits, such as I believe if the person is to go back to face death, they might have issues? Mexico, alot depends on where and who and all, I do believe the Repo People are ILLEGAL in mexico, unless they have a license there to act as repo or like?
